Congressional Appropriators Unveil Omnibus Spending Measure

Late last night, Congressional Appropriators released the details of a bipartisan $1.1 trillion spending package to fund all federal agencies for fiscal year 2014. Importantly, the new spending package spares funding cuts for the National Institutes of Health, the Centers for Disease Control and Prevention and the Food and Drug Administration.

The NIH would receive $29.9 billion for fiscal 2014, an increase of $1 billion over the fiscal 2013 level, though $714 million below the pre-sequestration appropriation for 2013. The Centers for Disease Control and Prevention would receive $6.9 billion, or $567 million more than the fiscal 2013 pre-sequestration level. The Food and Drug Administration would receive $2.55 billion, which is $217 million above the fiscal 2013 pre-sequestration level. 

The measure continues current funding for the implementation of the Affordable Care Act but omits any new funding for the law. The measure also retains several long-standing abortion restrictions, including the Hyde amendment that bars Medicaid plans from covering abortion services, except in the cases of rape, incest or when the mother’s life is endanger. 

The White House and leaders of both parties in Congress expressed praise for the measure. The House and Senate will vote on the nearly 1,600 page bill at the end of this week, but will first have to consider another short-term funding measure to avoid a government shutdown when the current short-term measure funding the government expires at midnight Wednesday.
